１　趣　意

２０００年の海苔の色落ち被害に端を発した「有明海環境問題」が契機となり、『有明海及び八代海再生特別措置法』の制定と関係５県の有明海再生計画が策定され、また、個々の研究を横断的につなぐ研究者会議の組織化の動きなど、原因究明と再生に向けた学際的・横断的な体制づくりも始まった。

一方で、「宝の海、有明海」を取り戻すには、有明海の周りにある山、川、平野、都市および海に関わる人がみずから有明海の魅力を再確認し、有明海と共生した暮らしを構築することが必要である。すでに取り組んでいる地域や団体はあるものの、単独での取り組みはすでに限界に近づきつつある。

そこで有明海の周りに関わる人や団体のネットワークの構築、行政・企業・大学とのパートナーシップが必要になっている。

有明海ぐるりんネットは、有明海の周りに関わる人がみずから有明海の魅力を再認識し、有明海と共生した暮らしを構築するために、情報交換や情報発信及び人的交流を促進し、地域の発展に寄与することが目的である。そのためには、人材を確保し、経済的な基盤を安定させる必要があり、法人格を持った恒常的な存在になることが求められている。

２　申請に至るまでの経過

平成１６年４月より始まった有明海ぐるりんネット設立準備会は、大学教員、県職員、ジャーナリスト等の参加を得て有明海に関する学習会などを開催してきた。

議論を重ねていくうちに、有明海問題に関する調査・広報・イベント実施の中核となる組織の必要性が確認され、平成１６年６月５日、東与賀町ふれあい館において、有明海ぐるりんネット設立準備会と諸団体が中核となって結成した有明海ぐるりんネットシンポジウム実行委員会の主催により「有明海ぐるりんネットシンポジウム」を開催し、佐賀県、福岡県、熊本県の諸団体と一般参加者を合わせて５００名の参加者を得た。

その後、検討を重ねた結果、今後もこのような活動を継続していくために、法人格取得に向けての組織化が必要であるとの意見の集約をみたので、有明海ぐるりんネット設立準備会が特定非営利活動法人格取得に向けて組織化することが決まった。

1. Purpose

Discoloration of seaweed was the starting point of recognition of environmental problems in the Ariake Sea in 2000. As a result, a restoration measure act for the Ariake Sea and the Yatsushiro Sea was enacted and the Ariake Sea restoration plan was formulated among five prefectures. At the same time, organization of academic conference based on individual studies and of interdisciplinary and cross-cutting organizations have also started in order to investigate the cause of environmental problems at Ariake Sea and to restore the Ariake Sea.
On the other hand, to restore sea of treasure, the Ariake Sea, it is necessary for residents related to mountains, rivers, fields, cities and sea around the Ariake Sea to re-recognize themselves to the attraction of the Ariake Sea and to live in a harmony with the Ariake Sea environment. Although some areas and groups have already working on this matter, individual efforts and understanding still remain very limited. Therefore, it is necessary to build a network among the people and organizations involved in the area of Ariake Sea to establish a partnership with government administration, private firms and universities.
The aim of the NPO Ariakekai Gururin NET is to contribute to the development of local areas through the promotion of information exchange and of human interaction. Thereby we help that the habitants around the Ariake Sea to re-recognize themselves to the attraction of the Ariake Sea and live in harmony with the Ariake Sea. To achieve this precious purpose, it is required to secure human resources, to stabilize the economic base, and to become a permanent existence as juridical person. 

2. Process up to the Application

The founding committee for establishment of Ariakekai Gururin Net was commenced in April 2004. It aims to hold meeting to study on the Ariake Sea with the participation of university professors, prefectural staff and journalists.
In the course of repeated discussions, we realized that it is necessary to conduct surveys on the Ariake Sea, publish survey results and conduct events.  In June 5, 2004, “Symposium of Ariakekai Gururin Net” was held in Saga by host of the executive committee of symposium of Ariakekai Gururin Net that was formed by the preparatory committee for establishment of Ariakekai Gururin Net and related various groups at the core. There about five hundred people participated in the symposium, including various organizations from Saga, Fukuoka and Kumamoto prefectures and general public.
After the symposium, we had comprehensive discussions on research findings. As a result, we received numerous opinions to impress that an organization is necessary to get juridical person for continuing of the activities. Therefore, we decided to organize the preparatory committee for establishment of the “Ariakekai Gururin Net” toward to getting a juridical person as NPO Ariakekai Gururin Net.
